This is a very animated "Wait" cursor.  On 
fast systems (Pentiums for example) you may
not see the entire animation sequence.  

The entire sequence show an American flag turn
into a blue box.  The 95 logo then appears, 
changes colors, and is slowly "eaten" away.
The blue box then morphs back into a flag.
